Can I make a badge for a club I do not belong to?

Only if the club orders it or gives written permission. Club crests are often protected, just like brand logos.

What is the difference between embroidered, woven and PVC patches?

Embroidered patches are stitched with thread, woven patches have finer detail, and PVC patches are soft rubber. Ask for one of each so you can compare.
